NOTICE OF SPECIAL MEETING

OF THE

BOARD OF DIRECTORS OF THE SERRANO WATER DISTRICT

            The Board of Directors of the Serrano Water District will hold a special meeting of the District’s Board of Directors at 8:30 a.m. on Tuesday, July 18, 2017 at the offices of Serrano Water District located at 18021 East Lincoln Street, Villa Park, California.  The only items of business to be considered at this special meeting are as set forth in the following agenda.

1.         PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE

2.         ROLL CALL

3.         PUBLIC COMMENT (Public comments are limited to three minutes per person.)

4.         BOARD MEETING MINUTES:   June 13, 2017 & June 19, 2017

Recommended Action:  Approve minutes.

5.         GENERAL MANAGER’S REPORT:   General Manager will summarize the status of Board Committee, management and operations matters outlined below:

1. Construction and Maintenance Committee
2. Finance and Insurance Committees
3. Personnel and Media/Public Affairs Committees
4. SWD and Recreation Operations Committees
5. Security and Ad Hoc Irvine Lake Committees
6. Special Districts and City Liaison Committees
7. Santiago Reservoir, Groundwater, Imported and Regional Water Issues
8. External Agencies and Issues:  OCWD, MWDOC, City of Orange, Orange County 
9. Operational Items: Distribution System, Ground Water, Santiago Reservoir, Treatment Plant, Other Informational Items.

6.         FINANCIAL REPORT:  The Director of Finance and Administration will submit the district’s current financial condition based on the written reports to the board.
Recommended Action:
1.  Receive and file financial report.
2.  Approve bills for payment of $568,701.22
3.  Approve bills for SWD Recreation, Inc. of $0              

7.         WATER REPORT:  The Director of Finance and Administration will submit the District’s water supply and quality report.

            Recommended Action:  Receive and file water report.

8.         AUDIT PROPOSAL FROM WHITE NELSON DIEHL EVANS LLP

            Recommended Action:  Approve audit proposal in amount of $18,270 for fiscal year 2016/17.

9.         CALIFORNIA SPECIAL DISTRICT ASSOCIATION (CSDA) BOARD ELECTIONS 2017

            Recommended Action:  Board discretion.

10.       ASSOCIATION OF CALIFORNIA WATER AGENCIES (ACWA) CANDIDATE NOMINATIONS 2018-2019 TERM

            Recommended Action:  Board discretion.

11.       LOCKETT PUMP AND MOTOR

            Recommended Action:  Authorize General Manager to issue a purchase order in the amount of $12,244 to General Pump.

12.       LOCKETT VFD

            Recommended Action:  Authorize General Manager to issue a purchase order in the amount of $11,677 to Hunter Electric.

13.       LETTER FROM DIVISION OF DAM SAFETY (DSOD) IN REFERENCE TO DAM TOWER

            Recommended Action:  Informational.

14.       FEDERAL RETURN OF ORGANIZATION (FORM 990) AND CALIFORNIA EXEMPT ORGANIZATION ANNUAL INFORMATION RETURN (FORM 199) FOR SWD RECREATION, INC.

            Recommended Action:  Approve proposal in the amount of $1,250 for completion of Form 990 and Form 199 for SWD Recreation, Inc.
